STATE COUNCIL OF EDUCATION RESEARCH AND TRAINING (SCERT)
CONTENT KNOWLEDGE
SCERT (Kerala) functions
as an R&D institute at the state level by providing guidance, support and
assistance to the State Education Department in its endeavor to improve the
quality of elementary and secondary education and teacher education. To achieve
this goal, the SCERT conducts research Studies, develops information systems,
curricular policies, and instructional materials and co-ordinates in-service
education for teachers at all levels.
SCERT is concerned with
the academic aspects of school education including formulation of curriculum,
preparation of textbooks, teachers' handbooks and teacher training. It advises
the Government on policy matters relating to school education
The academic activities
and programmes of SCERT are carried out by the various departments / units.
SCERT plans and co-ordinates all academic projects and programmes in the state.
The council designs
programmes for updating knowledge and skills in various aspects of education
for secondary school teachers and teacher educators in the TTI’s and provides
guidelines for the programmes to be organized by the DIET’s. t also develops
curricula for schools, prepares handbooks and other instructional materials for
teachers, to enable them make instruction modern and technology oriented. Also
they conduct research studies, the findings of which are transmitted to
teachers for making their work dynamic.
SCERT has made a serious
attempt to institutionalize teachers in service education as it is an essential
component for their professional growth. Systematic efforts have been made to bring
in clarity about the focus and perspectives of in-service education and
development to implement a model of training involving the following steps

Conceptualization regarding general and specific objectives
2.
Development of course materials
3.
Orientation of course director and resource persons
4.
Training
5.
Evaluation and follow up
SCERT is also conducting
an in service B.Ed course with due recognition from NCTE and an affiliation
with GGSIPU, Kerala. The approved intake is of students per year. This course
is unique because the students are in service assistant teachers from the
education department of GNCT Kerala who are due for promotion to TGT, but
cannot be promoted due to lack of B.Ed qualification.
Functions of SCERT
The State Council of Educational Research and Training discharges
the following functions:
1. To organize and implement the special educational projects
sponsored by UNICEF, NCERT and other agencies for qualitative improvement of
school education and teacher educators.
2. To prescribed curricula and textbooks for the school and
teacher training institutions.
3. To produce instructional materials for the use of teacher-
educators.
4. To arrange in-service training for different categories of
teachers, inspecting officers and teacher-educators and coordinate the work of
other agencies operating at the state level.
5. To organize programmes including Correspondence-cum- Contact
Courses for professional development of teachers, teacher-educators and
inspecting officers.
6. To supervise the working of the Teacher-Training Colleges,
Secondary Training Schools and Elementary Training Schools.
7. To provide extension service to Teacher-Training Institutions
at all levels in the state.
8. To conduct studies and investigations on the various problems
of education.
9. To evaluate the adult and non-formal education programmes
entrusted by the Government.
10. To conduct the public examinations especially at terminal
stages like the end of Class HI and Class IV etc. with a view to selecting
candidates for scholarships through such examinations.
The State Council of
Educational Research and Training has a Programme Advisory Committee under the
chairmanship of the Education Minister. There are also Special Advisory
Committees for programmes like Population Education, Educational Technology and
Non-formal Education.
The SCERT has the

Curriculum Research and Special Curriculum Renewal Projects.
4. Department of Science
and Mathematics Education.
5. Department of
Population Education.
6. Department of Teacher
and In service Education.
7. Department of Educational
Technology.
8. Department of
Examination Reform and Guidance.
9. Department of Research
coordination.
10. Department of Art and
Aesthetic Education.
11. Department of Adult
Education and Education for Weaker Sections.
12. Department of Publication.
AIMS AND OBJECTIVES OF
THE ORGANIZATION
As per the Memorandum of Association of SCERT, a
Society registered under the Societies Act, the objects of the Council shall be:
1. To
assist and advise the administration of Kerala in the implementation of its
policies and major programmes for human resource development especially in the
field of education, woman and child development, national integration and
related areas.
2. To
promote educational researches and training of teachers and other personnel.
3. To
develop the curriculum, aiming at an all round development of the child, and at
all levels of education.
4. To
develop and produce teaching-learning materials.
5. To
develop Educational Technology for use in the teaching learning activities and
training programmes and to provide Distance Education.
6. To
devise the systems and approaches for qualitative education.
7. To
develop scientific processes of evalution of the pupil and the educational
programmes and institutions.
8. To
develop the strategies to achieve the goals of education for equality.
9. To
develop, adopt/adapt, & produce curricular materials, text-books and other
related instructional materials.
10. To
develop educational materials for the education of and guidance to children
from disadvantaged group.
CONCLUSION
The
National policy on Education (1986) recommended the creation of State Council
of Educational Research and Training in each State as a measure of
decentralization pf functions of quality education, research and training. The
national policy on education (1986) laid emphasis on the improvement of quality
in education and suggested to adopt some programmes such as
i) Improvement of curriculum
ii) Teacher enrichment programme.
iii) Continuous and comprehensive evaluation
iv) Availability of quality text books
v) Improvisation and utilization of teaching
aids etc.
Alternative
strategies for education, particularly informal education and scheme for
vocationalisation of education at +2 stage have also been highlighted in
consideration of today and tomorrow. It was contemplated that SCERT, at the
State Level, will carry out all this activities as counterpart of NCERT for the
qualitative improvement of education in the states.
SCERT
is responsible for material development both for children and support material
for teachers. Other functions include research in various aspects for
qualitative improvement of school education. Between 1988-2005, 215
publications have been brought out by SCERT.
